It doesn't say anything about pcos, just to consult a doctor before using if you have a condition that causes light sensitivity.

I paid $199.00 for mine here in Nova Scotia and you can get a replacement bulb for $50.00 or one that will last for a super long time for $99.00. I think mine appears to be working..... I only have a little stubble on my upper lip and chin and can actually skip shaving a day and can't see it (I am super- paranoid about body hair and pluck/shave/dipillitory cream all of it). My one armpit is showing more progress than the other and I haven't really noticed too much from my bikini line. It doesn't seem to be growing too fast, which is nice.
