Starter envelopes?

Does anyone know how to get starter envelopes for coupons to trade?

We have a coupon trading area and some of the people will have "newbie bundles" (or make one on request)

I think many people stopped advertising the bundles since people were including useless coupons, so making a list of stuff you are interested in is more worthwhile
