here is my email back:
I am sorry but I have never heard of this before. Every single item I purchase on a weekly basis is on sale, I do not pay full price for any product. Of the couple of years I have been using Checkout 51 all items have been on sale, they are the sale advertised price in store. Can you please forward this email to your supervisor because I don't think this is right
These weird stipulations make Checkout 51 hard to use. The good part of Checkout 51 was you could use it at any store in Canada. Now you have to run to multiple stores to find things that fit into "sale/not sale/minimum price to pay/specific store" restrictions.
I understand the produce at Walmart (they're promoting the produce and it can only be bought there), but why do I have to buy tuna salad kits at specific stores only? Or tape at Staples only? Or Pens at Walmart only? I can buy these things anywhere, and the only stores in my neighbourhood are SDM, Longos and Metro.Besides, how many stores do they think we'll go to?
My account also has the following (check yours if this interests you):
$.75 cashback on Paper Mate Replay or InkJoy Pens (not valid on pencils),
2 count or more. Limit 1 per CO51 account.
Must be purchased at Walmart. Bar code verification required (so only available on smartphones or tablet)
There is no restriction on using a coupon. This is the offer:

This coupon is on Walmart's coupon portal (I printed today, 1 print per account):

As well, there is a coupon in the December Smartsource:

I found these qualifying products which would be great as stocking stuffers. The multi-colours, InkJoy 10 @ $1.50 would be popular with the kids, AND it's FREE with cashback & coupon.

Check your local Walmart for more in-store selections.
