WALMART coupon change ?

Went to use a buy 1, get 1 free coupon taken from the Smart Source insert and was told they can only take them if it has a price stated on the coupon (this did not). After a bit of back & forth discussion, she did take it but said no more in future. It has to say up to x amount of dollars she said. I have used this exact coupon there monthly for at least 5 years so it must be something new....anyone else?

Maybe just a yucky cashier. I would ask at Customer service.
