Acer 10" quad core or Samsung Galaxy tab 9.6"

My mother in law is looking to buy a tablet.
SDM has the Acer 10" quad core 16gb for $179
the Samsung Galaxy 9.6" 16 gb for $279
I have read various reviews and I would choose the Samsung, however I have read that the Acer OS cannot be upgraded. Does that mean that eventually her apps wont work? Or do app developers make their apps compatible with older systems?
The Acer is more budget friendly for her but I dont want it to be a brick in a couple years.
I am an ipad user so I have no idea about Android products.

I would prefer Samsung Galaxy because it has higher RAM so will work faster but I heard that processor for Acer is much better because of high processer speed! A very high decision, indeed :p

In your case, it will likely be no more upgrade rather than apps not being able to work!
