It's listed under the "prepaid" phones, meaning you are paying for a phone that's linked to a carrier. However, not on a contract.
Since the laws have recently changed reagrding carrier locked phones, it may come pre-unlocked OR if it's older inventory, it may need to be unlocked -- but either the store or the carrier it's bonded to should unlock it for you.
That's a question best left for the sales person.

Of all the phones you mentioned, Moto G5 is the best. $149 at fortinos as you said. It should be unlocked already, if not, the store will provide a free unlock code as locked phones can't be sold in canada anymore

i got the motoG5..its locked to pc moble.. i called virgin & they said to call or visit pc mobile... is there a charge for this? i dont know where to look....??

You don't need to unlock for Virgin Mobile, it should work without unlocking
