This is how I was explained the situation: When a thief steals a credit card, he is looking to make quick purchases that cannot be traced. So he buys gift cards. The card then gets reported stolen and he still has a way to make future purchases. So that's why so many stores do not allow it.

I've never been denied the ability to pay with a credit card when buying gift cards... ever. So hearing that some places won't accept it is odd to me.
I understand the basic logic and where you're coming from, but why would the store care what happens AFTER the transaction is complete? The store assumes absolutely ZERO risk accepting credit cards for a Gift Card purchase, and no more-so than any other purchase made with the same card.
If someone uses a CC (stolen or not) and enters a valid PIN (let's be honest, no one signs a credit card receipt anymore)... then the store's responsibility is done. They assume NO RISK of loss after the sale is electronically approved by the bank. Gone are the days of carbon credit card slips and mailing them off to the bank for approval. The approvals are instantaneous now, and the transaction is guaranteed by the issuing bank to the retailer. The retailer accepts no loss if it's later learned the card was stolen. So again, why would the retailer care about what happens after the sale? -- They don't.
(Aside: Incidentally, if the customer uses tap-to-pay there is limit on tap use, and it's an insurable amount on the transaction. Regardless, it's use is still approved electronically by the bank, the retailer still assumes no risk or loss if the card used was stolen.)
On the flip side, this exact thing happened to my mother. Someone stole her Visa and purchased a pile of GC's. After near a thousand dollars worth of GC's were paid for, an alert on the account appeared and her Visa was then shut down. Authorities knew which retailers the gift cards were for, AND what the gift card #s were, because they were activated and recorded at the time of purchase (as they are every time someone buys one). All of the purchases he made with the GC's were traced and tracked, and that's actually how they found the guy. He had sold a few on Kijiji, and gave some to friends, but they actually recovered all of the cards in question.
So even IF the retailer DOES in fact care what happens after the sale of the gift cards... point being is that in this digital world, the use of Gift Cards for purchase tracking simply makes things MORE secure, not less secure as it's far more traceable. If a stolen credit card was used, then the GCs just make it easier to find the perpetrator.
He'd have been better off buying gas, or groceries, or something that no one can track after the fact. However, using that logic, and if the retailers in question are genuinely concerned about what happens after the sale (and they aren't), then they should disallow the use of Credit cards all together as they cant track the purchase of gas or steaks.Last edited by bhlombardy; Thu, Jun 7th, 2018 at 05:12 AM.

I know; I'm expecting to still see them at Canadian Tire come Black Friday time, but where did the spring deal go!
This time last year I was picking up sale times with the gift cards I just got on a deal. Correct me if I'm wrong, but it doesn't appear as though the Gap brand GCs have been on a deal yet this year?
