Given that two prizes are over $100 in value and that the magazine is published in Ontario, I'm assuming it is open only to ONtario residents, as otherwise Quebec's Regie would need payment of a $ of prize value in order for Quebec residents to participate.
There is no indication in the Privacy Policy about jurisdiction, so YMMV.
