I see there's yet another new spammer account this morning, one that is more prolific than most, and am wondering if the software has settings that would deter this kind of activity. For instance, can new accounts be limited to say 3 posts per day for 30 days? Or 5 to 10 minutes between posts?

Fwiw, I'd be okay if I had to wait 10 minutes between posts too, but that's just me.
