I should point out that I'm pretty lenient with that rule. The reason I put it into my trains is that 1 person on one of my VWT's sent each rider 30+ coupons each as random extras. The envies weighed a lot and I ended up paying all the extra postage, and most people didn't even use the extras - they were just random coups. So, if someone sent 4-5 extras it wouldn't be the end of the world. I just try to limit them now.
