Got this story today in my RSS feeds. MakeUseOf.com has an excellent article on the KidZui browser, offering internet safety and security, with parent-controllable internet access.
The other plus to this is that your child should not be able to bork your computer while using it. It appears designed to prevent even exiting the browser without a password.

Update:
Kidzui is free to use and has a free registration. Optionally you can obtain a paid membership that will allow added features.
Kidzui exists as a standalone browser for Windows and Mac but also can be used as an add-on for Firefox 3 on any platform.
Linux users will have to use the browser version for FF3.
