but with my PC financial world elite mastercard I currently earn 45 points per dollar spent at SDM... I am wondering if I use my card on a 20x the points day if I will earn 20X the points on the 45 points per dollar.

For example if I make a purchase for $ 100 on a normal day I would earn 4500 points (100 * 45 points per dollar)... if I made that purchase on a 20X the points day would i earn 90,000 points?! (4500 * 20)?

No. The 20x multiplier (or any other) only applies to the 15 base points per $1. So, you get 20 x 15 = 300 per $1 which is 30% pointsback.

I want to make a purchase that is $95. With tax it comes out to 107.35

Transaction #1: buy $ 110 in gift cards with my credit card $110 * 45 points per dollar = 4950 points

Transaction #2: buy my stuff and pay using gift card. 95 * 15 *20 = 28500 points


maximum points earned 33450 (4950 + 28500) points?

Don't think you need to buy gift card. Even if you pay directly with your C.Card you will get both points. One is related to PC world elite card and the other from PC optimum account. They are two different categories.
Even if your card is not linked to your PC optimum account you will get PC elite specific points (like 45 /$1 at SDM) but not from PC optimum promotions.
