From December 4th (9am eastern) to December 25th, 2019 (11:59pm eastern), new and existing Public Mobile customers are eligible to receive 2 free add-on packages free of charge.
One add-on will be for international long distance minutes (400), while the other will be a data-add on (1GB).
New customers can add the free add-ons during the activation process, while existing customers will need to add them from within their self serve accounts. These add-ons are a one-time thing.

I have a question about their plans. I'm thinking of signing up for the $25/mo plan but cannot find any $25 vouchers(checked Shoppers/Walmart/grocery stores). Does anyone know where I can buy a $25 voucher in store?
Also, is this the amount I need to have on my account for the $25 plan to activate? or do they require more $ like some companies?

You only need the exact plan price to activate. It is okay to have $0 credit balance in your account. Your plan will still work. In fact, there isn't any reason to keep extra funds in the account (unless you want to) because there are no such thing as pay-per-use charges at Public Mobile.
I would get the next higher voucher amount above $25 to get yourself started. Anything extra can be used for a future plan renewal or to purchase add-ons.
For future top ups, some stores sell what are called real-time-vouchers. Those allow you to top up any amount you wish, but you'll have to provide the store employee your phone number so that the person can add the funds to your Public Mobile account.
