Question..

What does it mean when under user cp, and under reputaion points instead of a green box one of them is blue? :-~

To have Rep Altering Power, a user must have at least 50 posts to their names. I guess it's to prevent abuse.

Any user can still give Reputation, because it is a nice way to recognize a good post or to thank a helpful person.

Once the user has more than 50 posts, they will be able to give Rep Pts when they give Reputation.
