Does anybody know where I am able to buy play tools, like drill, saw and stuff like that for a 2 year old? He is a hands on boy, and not to mention a perfect little Grandson.

You can buy really nice play tools at Toys R us. If you are on a budget you can usually find some in pretty good shape at Value Village.
