    You never got a proper answer to your question, and probably don't much care anymore since the post is quite old, but I thought I would answer for those people who might search for NBB and wind up here.

    NB or (nb, N.B., n.b.) is Latin abbreviation for nota bene, which means "note well" In other words, "pay attention"

    NBB stands for nota bene bene, which is a rather tongue in cheek way of responding in contrary. Example:

    NB - in Ecuador it is quite common to see ice fall from the sky.
    NBB - whoever wrote that, they don't know what they're talking about.

    And I have seen dialogue carried out between two persons at odds with each other prefixed sequentially into NBBB, NBBBB, NBBBBB, etc.

    Only NB is standard usage, more common among writers old enough to have studied Latin as a school requirement, and I see that mainly in works out of the U.K. Anything of the others can reliably be taken as facetious to some degree.
