Sometimes they do and sometimes they don't, it depends on the item. I've seen many items come back a second time after being out of stock, but there are just as many that only show up once and never come up again. If you really want the blanket it's prolly best to wait patiently and save your points just in case it pops up again.

I remember I wanted the Beauty and the Beast keepsakes box, but it went out of stock before I had enough points for it (this was back when Beauty and the Beast came out on the Diamond Edition blu-ray). I hoped for it to come back in stock and amazingly it did over this past summer, so it took a while but in my case the item did eventually come back.

Some of the items are limited ones- promotional items that they made extra of in conjunction with a film or DVD release. Did you try emailing them? It can't hurt.
