I believe you have to be at a certain "level" (have a certain badge i think your seller wings or something like that) Once you have that it is an option under advanced listing options. Get it Now costs the seller 50 credits to use , but it is refunded if someone uses it and it has a minimum that you have to put it at which is 2000 credits.

Thanks... they did send a mailing address... and told me that he tried to verify his mailing addy...but it put him in another town.

Oh, I so understand. I verified my mailing address hundred times, and every time Listia gives me a wrong postal code! So now I have to email everybody from whom I win auction, my correct shipping address.
