Long answer:
It wouldn't be a case of placing more stuff and people on fire apparatus, it would be a case of merging the administration and some other functions of the two services. The theory is that there is enough similarity between the services that there would be an economy of scale by merging support functions such as admin, HR (already shared), equipment, mechanical, purchasing, etc. The reasons that this is not a practical strategy are, in no particular order; all of these functions are either shared already where they can be, or are sufficiently different between the two that there is no opportunity for savings; all of the facilities are at maximum use already, and since there would still be the same amount of work to be done there is no potential savings for fleet or equipment; fire is funded municipally and has limited potential for cost recovery whereas EMS receives considerable provincial funding from the Ministry of Health and can recover costs for non-emergency patient transfers; most importantly, CUPE would never allow the medics out of their local without a big fight since they are the only part of Local 416 that is considered automatically to be an essential service, a big tactical chip during every strike.
