Exactly!! It is always easy to blame a CP and claim someone stole it. It could have been accidently lost as the CP employee said. No one is perfect. Things get lost.

The one who lost it is to blame.
The other dept. doesn't have it; all of the applications that come into their office are placed in a file cabinet after being recorded on computer. They've checked through their cabinets...nothing.
Their post office has a special area for their dept. applications: envelopes and packages combined. They do not use parcel cards, so it's not a matter of a parcel card being misdirected.

It's good that my documents have been inadvertantly located at last, but it's still a mystery why they ended up at the Taxation Center in Winnipeg with all the income tax returns, instead of the address they were sent to, and nobody did anything about that even though my addie and phone number are on the envie and docs.
They are supposed to be sending them back to me in the mail this week, not sure if they still have the envie; so I should get the docs back, but still can't figure out why the envie was misdirected, and why nobody dealt with it till now. That's government bureaucracy for you.

Anyhow, I've discussed this with my bank and was advised to change my account number, because they've seen this kind of thing before, and it is serious enough to warrant some precautionary measures. So it's cost me $22 for new cheques with my new account number, and many hours changing over all of my account particulars, including an update to my will.

I wish they were more like United States Postal Services sometimes :/
    - free envelope/packaging
    - cheaper ways to send mail with tracking domestically and internationally (good for ordinary people, not businesses, that need to send tracked packages out)

Sorry to hear about all the people w/ opened packages and stuff though. I'm quite thankful my mailman has always been good to us...he knows I (used to) get a lot of packages and nothing's ever gone wrong, haha. If I had these problems I'd probably mail everything to another address (not always possible). ~_~
