My guess is that some locations' lease terms were up for renewal and operators decided not to continue.
But the best source for info on Pizza Pizza stores in your part of BC is to perhaps contact the two media persons who announced the BC outlet rollout in 2009:

Has anyone gotten a US iCoke PIN by mistake. i'm assuming it's a US iCoke PIN. When I take out the clear liner, it's a 12 digit code... rather than a 10 digit code. It's happened 3 times already!!!

The last US code cap I found has a little bottle pic on the cap and it is called "mycoke rewards". I think the 12 digit icoke codes (which I have found on all bottle sizes) are just the norm now, maybe they ran out of 10 digit combos.
