I agree, plus it may get confusing on which bank/credit card funds are taken from etc but if it is a one time payment and you dont plan on using paypal again, there is nothing against their rules with your mom making the payment for you - but I cant imagine not using it more than once

OK, I have a Paypal question too. If I want to send money to my brother using Paypal, and use my credit card to add funds, does that count as a cash advance?

You can use it also if your mom allows you to.
But if you do alot of online buying/selling or know ppl with paypal, it's better to open up your own as it's free and you can close it anytime.
