Somethings wrong with the rep system

Seriously wrong. I just repped someone and gave them 500 pts.

One girl went from nothing to a gold and silver, and still stayed at 0

I think im more concerned about giving rep and it stays 0 but the gold stars go up on new members lol!

I think... and I may be wrong but to register rep power you need a certian amount of posts ? Is that right ? You can have stars but without a number of posts you have no power to give. I may be totally wrong about that but maybe not.
