I always get the gift card before coupons... the cashier told me it was based on the subtotal BEFORE any discounts are applied

I agree. Much better value and it's before coupons.

The cashiers almost always say that. But you still get the bonus as long as your total was $50 (or whatever the deal is at the time) before coupons. This is not FPC coupons though.

Sounds like that cashier made a error when she rang the coupon in. It's my understanding that "money off" coupons go in as code "2001" whereas FPC coupons go in as "2002". Nice accident for you!

With the new registers, it tells the cashier when to issue the promotional gift card. I had a customer today who used coupons to bring her total down the $50 threshold before tax, and it still prompted the card to be issued. I would say, it varies depending on your cashier, but most likely, they will stand very strong towards the spend $50 after coupons.

Also, a note to those reading, I believe at the back of the card it says that the $10 can be used on your next purchase of $50 or more, up until May 29, 2011. A customer pointed that out to me today after issuing her promo gc.
