I do not get all of my Requests Played on Air either.

There is a Combination of Reasons:
Amount of Time
Scheduled Music (done Well in Advance - Song(s) might be Scheduled later in the Day)
Grouping of Music (ie - too much of 1x Artist or "Type" in a Set)

I had a lot of this Explained to me during the Lunch with Kim Mitchell.

So... Keep Trying.
You will eventually get Your Request(s) Played.
