To send a rep or a short note to someone just click on the star at the bottom left beside the triangle. You can type in a sentence or two and then
press add to reputation to send it.

To post something - well you already have when you asked the questions.

To reply to a certain quote just press on reply with quote on the bottom right of the quote and type something in.
