I don't know what a bug report is! I looked on the homepage and can't find anything ...

Under the "Help" Tab on the top, select "Support". Once in there, "Bug Report" is one of the options for Ticket Type.

Normally it's around 730am-9am (pacific). I don't think it's any one fixed time. New poll should be up soon though.

Lately I've been having good luck searching ~1030pm-1130pm (again that's pacific time, might be bit tricky for you in Ontario )
