These razors were on sale at SDM for $24.97. I got 2 and used the $15 coupons, using then as stocking stuffers for 2 of my SIL's.

I'm not sure what you're talking about, but you can't use 2 manufacturer coupons on 1 product just because you buy 2 items.

Your number of items does not have to equal your number of coupons, but rexall does not allow stacking so you couldn't use more than one manufacturer coupon on a product anyway.

If it's a store coupon, you sure as heck should be able to use it on the product with a manufacturer coupon as well. You don't need to buy 2 items to do that though.
