I've read on here that LD no longer allows stacking of Finish, or Scrubbing Bubbles (along with P&G products).

This isn't stacking. It is using 1 coupon,

You would need to buy two and get two free to use the coupon. That said it will depend on whether your LD considers it combining two offers. It sounds like they will not combine offers on Finish. It would be wise to check at CS first.
