you need to use left square bracket ty] and then left square bracket /yt] around the part of the addy after the equal sign

It may just be the person your repping - I continue on a few pages of posts before I call it a day...if you continue to try to rep the same person it won't work, sometimes I go back 5 or 6 pages and can rep them

You can only rep someone once every 20 times(I think that is the #) and that gives a different message than when you have run out of rep.

Running out all depends on the times you rep. If you rep 25 people then wait 5 hours and try to rep 26 you will be told you are out of rep(at 26) because it hasn't been 24 hours yet.

You cannot rep the same post more than once
