It's not just the people going too fast it's also the ones only doing 10KM/hr that cause half the problems

i agree! the slow ones probably cause MORE accidents than the speeders, since they drive people to take silly chances to get around them. the speeders usually only take themselves into the ditch. if you can't drive in it, stay off the #*%^ highway!
