I am by no means an expert.. .but since no one has answered you! I would say, based on past experiences, that it would be after coupons. I think.... best bet would be to call your local SDM and ask them or just ask when you go in there!
They have different rules for every promotion so I honestly don't know... oh wait! I remember the one time I got the $10 SDM gift card and I had to pay OOP the $50.00 so that was AFTER coupons. This one might be similar then. Maybe it's only the 10X, 20X points that you can have a subtotal of $50 then coupon it down!
This SDM math gives you a headache sometimes! *LOL*

It's after coupons, 100% sure. Also ask them if they have these cards in stock.

It is after coupons for sure. I tried it with coupons but missed it because my total went down to $38 after coupons. I couldn't justify spending another $12 on stuff I really didn't need just to get a $10 Tim Card.

If the cashier is going to hand you a GC or voucher, they will want to see spend the min. before tax and after coupons. If it's a bonus point promo, the computer will do it automatically if you spend the min. before coupons and tax.
