    it's even worse trying to get a passport photo for another country. Standards aren't always the same for another country's passport and it can take several weeks for a problem to be resolved....

    You are correct. Which is why if you need a passport other than Canadian - Take all the paperwork with you to the photo place so the photographer can see the exact measurements you need. Also people will say "I need a passport" and have no idea what kind of passport they need and then when it's rejected it's somehow everyone elses fault. A photo ID photo is not always the same as passport photo. Just make it easier on everyone and take the paperwork with you.
