I could not get packages to show on SeeTorontoNow's website but a cheap accommodation tip-look into student dormitories in the big City-there are two downtown. You would be about 20minutes or so north of Rogers Centre and be walking by the Eaton Centre on your way down.

If you really want to get a hotel closer to the dome, Fairmont has some packages, including an Internet only one for Fairmont savers (maybe it's a loyalty program) that requires 7-day advance booking.

There's a two-night stay @$164/night (specific room) offer on now. Advance booking only.
Hotel is right in the Rogers Centre.

Rates are a bit higher at this location of the Marriott for the same two night weekend. Might be better to chase the rate at the Rogers Centre site?2021-Bring on the sunshine, sweets & online shopping.

I hope you find a venue that suits your needs.
Disclaimer-I have not used any of the above accomodations but did use a U of Ottawa dorm for a short trip to Ottawa years ago. It worked out well for basic accomodation and proximity to transit/downtown.
Just for comparision-Fairmont Royal York had a special $167/night local rate during the summer for Toronto residents as part of their anniversary year. I remember seeing the card as it was given out during the Doors Open 2007 event (which hotel was part of and it was a popular site!).2021-Bring on the sunshine, sweets & online shopping.

Hotwire.com is great! All the hotels are 4 stars and it will be downtown.
