I have heard there are places in Canada that give tax receipts for donations of clothes and household items.

The only "charity" that I know of that gives receipts for stuff like "household items" is the Habitat for Humanity ReStore in Brantford. Not sure what items you are speaking of, but they take some stuff.

I know years ago Goodwill did, I don't know if they do anymore though

I know some places did many years ago, but have no idea anymore. I just donate my items to those in need or I pick what place I want to donate them to, as some raise money. The SPCA in Brantford is great, ran by volunteers and all money goes directly to the shelter for the animals. That is where I prefer to give to.
Bible for Missions it again is volunteers money is raised to buy bibles for kids in different countries.
Anyone who gives to Value Village you are donating to a company, not a charitable based facility. THis is strictly for profit
