What is going to be your main use for the PC? There is not really an all-around good PC as each has its pros and cons.
Are you looking for HD Video streaming (Netflix), Youtube, Internet Surfing, e-mail, ect
Are you looking for Gaming performance?
Are you looking for multi-media and editing software to use programs such as Photoshop, and Video Editing Software.
Do you have multiple internet tabs open and multiple programs open?
Remember that upgrading to windows 8 may not be the best option as it is new and has many bugs, and software leaks that can slow down your PC. Windows 7 is updated and works fine. Many people do not even take advantage of the new features in windows 8 as is.
