What is a decent price for frozen (or fresh) chicken breasts? I typically buy a big bag at Costco but really have no idea if it is a good deal or not. I prefer unseasoned, plain chicken.

We have bought Costco chicken breasts. They are a good deal.
Safeway has a box that goes on sale for $25. This is a good deal too.

the best price I have ever seen here for fresh is $1.99/lb. This seems to happen few and far between and the chicken breasts are 'wimpy'. not sure about frozen,sorry.

I'm not a fan of the boneless frozen ones in a box, the texture always seems funky to me. Recently they had bone-in skinless chicken breasts on sale at Superstore for $2.49/lb, which I thought was fairly good.

Fresh boneless, skinless chicken breast (club pack) went on sale last week at NF for less than 1/2 price, 2.77/lb (6.11/kg). That's a pretty good price.
If you prefer bone-in, it goes cheaper.
I don't buy frozen. I tried once. Never again.
