You're right. I went back and went through the clip slowly. Beth looks clean too. Maybe she was in a Juvenile Detention centre before. You've read the books do they talk to this?

Ok so the Beth scenes are possibly a flashback. I can't pause it on the one scene I want to see but in the following scene she has her left arm bandaged and they are amputating the arm of someone who got bitten.
So either she is in a fully functioning hospital or prison that has a generator because there is medical equipment in the back ground or it's a flashback and she was in juvie.

I am assuming that the zombie apocalypse is world wide and not just contained in the US? They should do an episode showing what's going on in the rest of the world and how others are dealing with it. There's probably a little pocket somewhere on a south pacific island where no one was infected and they are still living life in bliss.
