I don't think the intention of any coupon is to give the consumer a chance to 'make money' with an overage. With that said, retailers do get the full value back (perhaps why some retailers say it's illegal?) regardless.
I believe it's only WM that gives overages, and some stores will turn the entire transaction down, some stores will require purchases to cover the overage, some stores will adjust the coupon value to make the item just 'free'. Other than WM I think it's highly inconsistent. Even there, I've been denied an overage. It's difficult to know what to expect ...Kate

So far the retailers like Wal Mart have been pocketing the overages from thousands of customer's & making millions of it .
What's better a multi-billion dollar comapny like WM pocketing the overage or some poor middle class family struggling to make ends meet
The manufacturer's end up paying the same ..the only difference is that instead of the retailer its now the customer pocketing the overage
The ideal situation would be to adjust the coupon value plus to write that adjusted value on the cpn ( the retailer almost never does that , unless there is a space provided to do so ) ..so neither the retailer nor the customer gets the overage & also the MFR doesn't end up paying the retailer the overage when they redeem the cpns .

it's ironic that you use WM as the example of keeping the overage when it's new policy is to give that $ to the customer. Maybe a different store such as Zellers or SDM would be better examples of this.
WM's parent company is U.S. but is a Canadian Corporation here and has to operate/abide by the same laws/rules as other Canadian companies

My problem with overages is that there is a lot of shelf clearing that takes place - people become greedy - only looking out for themselves....

how does the store get the whole amount back on coupons that make the cashier fill in the price on them? If you have a coupon that is from the manufacturer and it says $10 worth of x product and a space for the cashier to fill in the retail price of the item, they give you the whole $10 back on your purchase? even if it was only $7?

Ok so here is the deal... The store only gets credit for what they give you. So when they adjust the coupon they only get the adjusted balance. They have to send in reports along with the coupons. Now this does not mean that a store cant lie.
Example: item is regularly $3.00 sale price is $1.00. We use a $1.50 coupon and buy the item when it is on sale. The store can say it was used at the regular price and send in records as such if they choose to lie. I know this to be fact.
Example 2: I was at LD the other day. I had a coupon for $4.00 off an item. They were selling the item for $6.59. I was PM to $2.99. The manager asked me if I would mind if he PM to $3.85 instead so that he could use the full amount of the coupon. The extra .15 cents was used for the tax. The coupon stated it could be used to pay tax. I had no issue with this as I was still getting my product free, and the store was able to increase there margin also.

They are not actually giving us money, its used as a credit towards other items. So no actual money is changing hands. hmmm
