I may be missing something, but why do they give you back points after, why not just lower the points needed for the redemption? Is there a marketing aspect to it I'm not understanding?

I think it's because it helps get large amounts of points off their 'books'. Less points sitting out there for people to claim and that may be an issue with the buy-out by Loblaws. It will be interesting to see if they have more redemptions than usual over the next few months.

The invitations are not personalized, but possibly they are being sent only to people who have enough points to use them. There is a 50,000 level: $85 and a 15,000 points kickback. BUT the kickback points will not be added until Aug 7, so if you are counting on them for the rumoured Aug 3 redemption (as I was hoping), you won't have them.
