what are the coupons for?

It's a Quaker coupon I received from the company because of a damaged product. I also have Colgate-Palmolive ones that are save $1.00 and it says GST/QST/HST are included in face value of the coupon where applicable, how do I know where it's applicable?

Where applicable - not all provinces have pst, some have hst, some only gst, etc. As well, some items do not have tax (eg. many foods).
Included in face value - if your province charges tax, that cost would be included as long as it falls within the $4.00. For example, if you live in BC and buy a taxable item for $3.00, the total would be $3.36, so that is what the cashier should deduct for the coupon.
Btw, for these coupons I find it easiest to have the cashier ring that item in first so they can hit subtotal and see the total amount to deduct.
