I don't get how people who got massive amounts of Cadbury/sdm personify avarice and whatever else OP said. In light of choco prices being inflated, it appears to be a smart thing to do, stock up when there is an opportunity to get it at non-inflated price.

I personally think (my opinion only) that junk food is already cheap enough (ie. in a lot of cases it's much cheaper than healthier alternatives) Making it even cheaper will add to the lack of healthy eating that plagues us right now. In the FAQ sheet it states that consumers have to have proof of purchase of $1000 worth of chocolate products between 2005 and 2007 or something like that - thank goodness I don't have $1000 of chocolate purchases in 2 years!

My only problem with the prices for chocolates is that stores like dollar stores and Giant Tiger can sell most of their chocolates for approximately 69 cents a bar while the grocery stores sell theirs at about double the price of the same chocolate bar.
