I have price matched at walmart many times with flyers (usually from rexall) that have a percentage off, such as 25% off a product or an amount of dollars off like $2 off a product.
Today I wanted to price match 15% off off bug spray and they said no at the cash so she asked the customer service manager who said yes, but then the cashier pushed back and again said no she didn't think so so they called the store manager, who didn't act confident but did say he didn't think they can do it unless there is a price listed on the flyer.
The cahiers in the past have just used a calculator and figured out what the price would be and then did a price match on that price.
It was left that the store manager said they would do it for me... "just this once", but I wonder if I just got lucky all those other times, or if they are supposed to?

They're not supposed to price match anything that does not show an actual price.
i.e. shaving cream at zellers is in flyer for $2- ok to PM, Sobeys shave cream is in flyer for 15% off(no reg price/final price stated) then no PM allowed.

I used to work at WM and I agree that they are not allowed to PM unless a final price is stated. They really aren't even supposed to PM deals like 3 for $5 but some cashiers will do this and key in each item as $1.67. It just depends on the cashier
