National Post and Toronto Star both have them if you have a subscription.
Many free community papers have them as well (The Mirror does in most areas, for example).

Keep in mind that insert dictates which target audience they want to receive the flyer each time. Because of this you may get it one month and not the next. That's what was explained to me by my local newspaper when I enquired why mine didn't show up last time. You should be able to contact you local papers and find out if they'll have them though through the advertising department.
