    The cartoon version of how the money system in the US works. It's rather a shock to learn that one part of the money supply (Fed Reserve) has that much control over the money system.
    If the IRS really works that way, it might explain why the IRS has computer issues (old hardware/breakdowns/misses in processing payments received etc. reported in media stories by irate US citizens who have to deal with the organization to clear matters up).
