I assume the $25 cashback from paypal is no longer valid ..... It is kind of confused that they are still promoting in the site.

Well it seems they have a history of canceling orders for being OOS so if it doesn't ship it could be that. If you are in the minus you'll just stay there until you enter in another code or decide to use that account again. Of course that would be too normal so just create another account.
No they can't charge your credit card - but let them try, let them try.. As they'd be shut down quickly.
I don't have my cc on orders - so not worried about that..

Don't confuse "can't" with "won't"--I have had this happen in the past. I finally had to call the credit card company (in my case BMO), and state that I had been mischarged or overcharged --I had my reciept so I was able to state the correct amount and BMO finally stopped the additional payment. It was not easy, but as the company I was dealing with was not going to make the correction, it was required. The CC companies consider overcharging FRAUD.
So keep checking your cc balance on a daily basis to see IF you have been charged any amount by shop.ca. Better safe than sorry!
Good luck

So what's in it for shop.ca? Is it SEO? Or something else.. They can't possibly be this dumb..

I don't think they're dumb. Those people working at shop.ca are intelligent (you can search who runs the company and you will see many names who used to work at big name companies). Maybe they'd rather spend their money this way instead of towards traditional advertising (I.e. television ads), because at least this way, they know people will actually go on their website to check it out to use those codes.
That's just what I think. I know they also had people handing out codes at Raptor games. The thing with creating multiple accounts though, who can really stop that? For the divine.ca codes, they did have a limited amount, it wasn't like they didn't know to cap it, same with the Facebook codes. I guess the Swiss Chalet one they should have known (though people did cheat and share the codes, plus I saw many people say they ordered food, got the code, but cancelled their order right after....). Overall I think they are smart, this way the money that could have gone into other advertisements, actually goes back to the customers who will likely shop there again.

I've been ordering from shop.ca for a few months a never had issues. They even gave me 15.00 to spend for free a couple months ago. They did cancel a portion if my order that I used divine.ca codes for. But, in my opinion, rightfully so. So many people people taking advantage if these codes... What did everyone think would happen?? Seriously... As far as the SC code, that was not meant to be shared, so of course they are going to get a handle on that. Im sure now they will handle offers differently but shop.ca is not to blame, it's the people who wrongfully shared codes.
