I'd confront the friend - tell her you gave her the clothes to wear, not sell - if you had wanted to just get rid of them you would have sold them yourself.
If she shows no remorse for her actions (actually she should just give you the stuff back), I'd wipe my hands of the friend, for she is no friend at all - she is someone who takes, and will continue to take.

Wait a second-did she also put her "old" clothes up for sale? Because if they don't fit, then they would be for sale unless she already sold them. Must be a debt issue.
Did she think these were a "gift" that she could do whatever she wants with?
Or did you make it clear that these were for personal use.
I know it is even ridiculous we have to ask these things but it is possible. Regardless I think you need to make it clear that you could still use these yourself and these were not given to her to make profits but rather to help her clothe herself in a time of financial need
How long have you two been friends? If it's not long, time to say goodbye. If you 2 have been friends for ages and she desperately need money (short of selling a kidney) talk to her.
