How do you give a rep?

I just cannot figure it out

There's a little star at the bottom, left-hand side of every post. It's right beside the triangle with the exclamation mark to report a post. If you hover over it, it will say "Add to this user's reputation." If you click on it, it will give you a box to type any comments you want to make.
