I think it means they're not supposed to charge tax on the value of the coupon. However, it does not mean that they will not.

It depends what kind of coupon it is. If it's an FPC it means taxes are included in the free product, so you pay no money. If it's a $/cents off coupon, it means taxes are able to be paid with the coupon. So if an item is 99c and the coupon is a dollar, the coupon can still be used to pay down the tax.
