Most retailers have the exact same pricing on the units and the bundles. If there's a sale or a rebate, it's most likely Sony driven, and all retailers would have the same price reduction (usually).
At bare minimum you might get a console-only package (no game) for $399 (unlikely, they're usually bundled with a game).
That said, your lowest price would be a pack for $429 with a current run AAA title. (eg right now, Star Wars Battlefront OR NHL16 OR Uncharted Collection) for $429.
And they go up from there, depending on the other bundles and custom designs... as well as harddrive size.
Keep an eye on BLACK FRIDAY flyers. But be ready to jockey for position as stores probably have limited numbers on Black Friday priced items. these will probably be no more than 10% off, mind you
Your next BEST deal would be to watch your local area Superstore flyers for a potential tax-free day/weekend.
This way you'll save as much or more than Black Friday by not paying sales tax(es), giving you the best discount you're likely to find on the console.
Keep in mind, MOST retailers (eg Walmart, Best Buy) will NOT price match tax-free events, so you'll have to get in line at the Superstore to nab yours.

I've said this a zillion times Shoppers 20x the points days. buy a ps4 and get $170 worth of optimum points. Unfortunately you just missed the 20x event 10 days ago

the other option for him/her is shoppers senior day (most thursdays) (just bring someone old with you if your too young)
you get 20% off the reg price. (perhaps you could combind this with a sdm eoffer to get points too.. if lucky)
the ps4 must not be on sale to get this though. but i dont think it typically ever on sale at sdm..

Another option is, if you have one near to you, to wait for the next Royal Canadian Superstore tax free event. I'm guessing they'll have one on Black Friday, and likely some sale prices as well, to compete with Black Friday in the States.
